Basic Purpose

To lead the Hospital’s assessment of its current and future health plan(s) as it prepares to move from fully-insured medical to self-funded medical plans. Role focuses on the evaluation of self-funded medical options, preparation the organization for the transition, and implementation of self-funded medical plans. Evaluation includes performing cost/benefit analysis, analysis of local market trends at other hospitals, identifying opportunities to leverage other health benefit program/services, assessment of internal and external resources, evaluation of readiness of the organization from health care delivery perspective including partnering with departments whose staffing and capital resources may be affected. Preparation includes service agreements, union negotiations support, budgeting, negotiating with carriers and service providers. Will serve as transition project manager including systems build, employee communications, and vendor set-up. 

In addition, will ensure that benefits programs, policies and practices enhance the Hospital's ability to attract, retain, motivate and engage employees and are compliant with regulations, union agreements, plan documents, and policies.  

Qualifications

  1. Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or related field.  Masters’ Degree preferred
  2. Eight years of experience in human resources and/or finance as an analyst, specialist, or generalist with at least three years benefits analysis experience. 
  3. Experience as senior benefits/manager or consultant within healthcare/hospital system strongly preferred. 
  4. Experience managing a self-funded medical plan required.  Experience transitioning to self-funded medical preferred.
  5. HR Certification preferred (i.e., SPHR, PHR, CBP, CEBS)
  6. Thorough knowledge of employment and benefits laws and regulations and their application – ERISA, HIPPA, COBRA, IRS Section 125
  7. Experience managing multiple third party vendors to deliver benefits programs and services.
  8. Project management experience with implementation, upgrade, or transition of vendor and/or systems
  9. Demonstrated applied knowledge of employee benefit programs including medical, dental, vision, and employee assistance plans
  10. Must possess excellent oral and written communication skills and the ability to communicate effectively with employees, management staff, consultants, and third party administrators.
  11. Knowledge of automated benefits administration systems
  12. Advanced Excel, PowerPoint and Microsoft Word skills including the development of complex spreadsheets and presentations, and experience preparing, documenting and presenting narrative reports and statistical analyses
  13. Strong analytical and critical thinking skills
  14. Strong planning and project management skills
  15. Attention to detail
  16. Requires travel between campuses in Los Gatos and Mountain View
